CELU official certificate in Bariloche (Spanish certificate of language and usage). Celu is the unique examination recognized by educational and international affairs authorities. Brazil and China governments accepted them. The National University of Río Negro is an examination centre. DELE (Diploma de Español como Lengua Extranjera), issued by Spain's Ministry of Education and administered by the Instituto Cervantes, is an offical accreditation of Spanish language abilities. It is recognized by official institutions of Spanish-speaking countries as well as countries where Spanish is not the official language.
